FOLLY BEACH, S.C. (WCIV) -- A local city councilman has been arrested after reportedly uttering profanity towards authorities.

According to Charleston County Sheriff's Office spokesman Major Brady, while deputies were patrolling East Cooper Avenue around 1:50 Saturday morning, they came across a man yelling in the road.

The man was later identified as 31-year-old Folly Beach councilman, Donald Rich.

"Rich uttered profanity towards the deputies, and stuck out his middle finger continuing the profanity," said Brady. "Upon meeting with Rich he told deputies he was sorry he thought that the deputies were Folly Beach officers."

Deputies described Rich as being unsteady on his feet, and having an odor of alcohol.

Rich was arrested for public disorderly conduct and being intoxicated in the roadway. He was taken to the Sheriff Al Cannon Detention Center, and has since been released.

Rich issued a statement Saturday saying he thought the officer was a friend he jokes with on the Folly Beach force. He said that was no excuse for his actions and promised something like this won't happen again.
