Man arrested, accused of fondling girl on beach

FOLLY BEACH, S.C. (WCIV) -- The girl's family told officers the man sat on her legs and fondled her in front of them.

According to an incident report, the grandmother of the 13-year-old girl had to physically pull her from the situation.

Frederick Alexander Rogers III was arrested Saturday and charged with criminal sexual conduct with a minor. At a court hearing he was granted a $30,000 bond.

According to the report, the 67-year-old man approached a family while they were on the beach. Officers were told the family did not invite Rogers over to their area. A county parks employee told officers they had received several complaints of Rogers talking to and making people uncomfortable.

The victim told officers that when she was sat on, the man rubbed up and down her legs and rubbed her genital area in a circular motion.

A group of witnesses reportedly told the man to leave, and a lifeguard reportedly also got involved. Instead, according to the report, Rogers turned to them and said "he would return to do as he pleases with them."

Update:{} Records show that Rogers was released from jail some time Monday evening.
