VIDEO: CAS director says regulations of Charleston horse carriage industry are arbitrary


Charleston Animal Society CEO Joe Elmore came on ABC News 4 Thursday to discuss newly publicized concerns with the horse carriage industry.

The organization argues an independent study on the industry should take place. Along with other advocates, the Charleston Animal Society is also questioning whether or not carriage companies are following an ordinance stating horse carriage weight should be evaluated prior to each trip a horse on tour makes.
