Cunningham will take over South Carolina's 1st Congressional District seat from Republican Mark Sanford, who Arrington ousted in the June primaries after a contentious race.
Cunningham received bi-partisan support, including the endorsement of several Lowcountry Republicans, for his stance against opening the Atlantic Ocean to offshore oil drilling, as the Trump administration has proposed doing.
